The Renters Rights Bill received Royal Assent on 27th October 2024, officially becoming the Renters (Reform) Act 2024. What Does This Mean for Landlords?

This landmark legislation introduces substantial reforms to the private rented sector, aiming to deliver a fairer, more secure, and higher-quality experience for tenants. However, it also brings significant changes to the operational framework for landlords. Key Outlines of the New Legislation:

  • Abolition of Section 21 'No-Fault' Evictions: This is perhaps the most significant change. Landlords will no longer be able to evict tenants without a specified reason at the end of a fixed-term tenancy. All tenancies will transition to periodic tenancies, and landlords will need to rely on new, reformed grounds for possession, such as anti-social behaviour or persistent arrears.
  • Introduction of a Decent Homes Standard: Similar to social housing, private rented properties will be legally required to meet a Decent Homes Standard. This will place new obligations on landlords to ensure their properties are safe, warm, and in a good state of repair.
  • Strengthening Tenants' Rights to Keep Pets: Landlords will no longer be able to issue blanket bans on pets. Tenants will have the right to request to keep a pet, which landlords cannot unreasonably refuse. Landlords will be able to require pet insurance to cover potential damages.
  • New Property Portal and Ombudsman: A new Property Portal will be introduced, requiring all landlords to register their properties. This will provide a single point of access for tenants to check landlord compliance and for local authorities to enforce standards. A new Private Renters' Ombudsman will also be established to provide a quicker and cheaper resolution for disputes between tenants and landlords, reducing the need for court action.
  • Changes to Rent Review Periods: While the specifics are still being finalised, the Act aims to ensure rent increases are fair and transparent, with clearer processes for challenging unreasonable hikes.
